Hospital Project

Along with its consortium partners, CC&L Infrastructure worked with the Vancouver Island Health Authority to design, build, finance and maintain two acute-care facilities providing service to Vancouver Island’s Comox Valley and Campbell River as well as the surrounding communities.

The North Island Hospitals Project was delivered in consultation with the provincial government and the local community through a public-private partnership (P3) model. The LEED-gold-certified hospitals were financed in part through the issuance of green bonds – the first such debt financing for a P3 infrastructure project in North America.

Engaging with local stakeholders to deliver award-winning, sustainable
infrastructure to meet growing community needs

The North Island Hospitals were designed by and for the people who use it. More than 35 user groups involving over 300 people were extensively involved in designing the hospital campuses. These user groups included local physicians and clinical and support staff. Additional design elements came from the Public-Patient Advisory Committee, the Aboriginal Working Group and other advisors.

The project represents a significant transformational change in health care access for the region. The state-of-the art hospitals increased acute care capacity by adding approximately 200 new hospital beds as well as improved and expanded medical facilities to meet growing and changing community needs. This enhanced the quality of care available to patients – especially elderly and Aboriginal populations, improved access to services for all North Island communities, and helped maximize staff and physician recruitment and retention potential.

The North Island Hospital Project also marked a notable milestone as it was the first time a green bond was used to fund a P3 project in North America and the first time a green bond was issued to finance public infrastructure in Canada.

Green bond status reflects the sustainability merits of project, including the buildings’ LEED gold certification, achievement of energy and greenhouse gas targets, and compliance with the B.C. Climate Action Plan.

The North Island Hospitals Project was recognized by the Canadian Council for Public-Private Partnerships (“CCPPP”) for innovation and excellence in public-private partnerships, receiving the Silver Award for Infrastructure Sustainability.
